Currently, travelers to Portugal are able to enter if they come from European Union and Schengen countries or the UK. All travelers are required to present a negative COVID-19 PCR test that is not older than 72 hours.
Travelers coming from countries that have an incidence rate of 500 cases per 100k citizens or more such as Sweden, Cyprus, Lithuania, Brazil, South Africa, and are required to;

Quarantine for 14 days at home or a place indicated by the authorities
Entering Portugal from Non-EU states or from countries outside of the Schengen Area is only permitted for essential travel. In every case, a negative COVID-19 PCR test not older than 72 hours must be presented. Children under the age of 24 months are exempted.
