Unvaccinated or uninfected travelers from the following countries and territories are allowed to enter Estonia for tourism reasons without further restrictions:

Unvaccinated/uninfected travelers from the following countries can enter Estonia for tourism but must undergo a 7-day quarantine. Entry into Estonia is permitted with a negative test certificate or testing upon entering the country.

Travelers from all other countries are only allowed to travel for study, work, family reasons, or under a special permit. Vaccinated travelers can enter Estonia with no further measures. Travelers who have been previously infected with COVID-19 must show a negative test certificate when crossing the border. Unvaccinated or those who have not been infected must show a negative test certificate and undergo seven days of self-isolation.
