What is the exemption and its procedure?
SWISSCARE Student Switzerland insurance plan covers 100% the benefits of the mandatory Swiss national health insurance scheme KVG-LAMAl. The exemption is a “waiver” for particular residencies (e.g. foreign students, interns or au-pairs) in Switzerland from the Swiss obligatory health insurance. After filling out this exemption form and sending all documents to SWISSCARE, our team will stamp, sign and send it directly to the responsible cantonal authorities. Upon reception of the documents, the cantonal authority will verify whether if you are well-insured according to the Swiss law KVV-OAMal art. 2.4. This verification process could take weeks or months. Once confirmed, you will receive an approval confirmation letter directly from the cantonal authorities.
Does it mean that I can be exempted from paying any health insurance?
Answer : NO
According to Swiss law, each and every person are mandatory to have a compliant Swiss state health insurance in Switzerland. But for certain people such as foreign students or interns, you have the exemption benefit (optional) of being insured with a private/student health insurance in Switzerland such as Swisscare, instead of the Swiss state obligatory health insurance. The exemption procedure "a waiver" is to exempt you from the Swiss obligatory state insurance and it is approved by the authority only in case you have a compliance health insurance, like Swisscare.
Do I need to pay the health insurance during the procedure?
Answer : YES.
This is to ensure that you always have active insurance coverage during the process period in case of any medical emergency situation. As well due to Swiss law, you are required to have insurance coverage from the first day of your arrival. The insurance premium payment is mandatory by respecting the payment deadline within 30 days. In the case of non-payment, the company can suspend your insurance coverage for any claims. Please be aware that Switzerland is one of the most expensive countries concerning medical and healthcare services (hospitals, doctors etc...).
Could the exemption request be refused by the cantonal authority?
The canton authority could refuse the exemption request made from Swisscare. But the refusal is always due to your eligibility for being insured with the student insurance plan. The letter of decline from the authority will clearly state the reason for the refusal. In the case of refusal, you are then mandatory to switch and be insured with the Swiss obligatory state KVG-LAMal health insurance.
